Estimates only — not advice
Every number the calculator shows is an estimate. It is not a quote, not an offer of coverage, not an insurance policy, not a determination of Medicaid eligibility, and not tax, legal, or benefits advice. HealthCoverageCalc is not an insurer, producer, navigator, or law firm. We do not bind coverage and we cannot extend a COBRA election deadline or a Marketplace Special Enrollment Period.
You must verify premiums, networks, formularies, and subsidy amounts with primary sources: your COBRA election notice and administrator, HealthCare.gov or your state Marketplace, your state Medicaid agency, and — when tax credits are involved — IRS rules and, if needed, a tax professional. If this site and HealthCare.gov disagree, HealthCare.gov (or your state exchange) wins for enrollment.
2026 data sources and limitations
The estimator is built for coverage year 2026. It uses:
- HHS federal poverty guidelines for the 48 contiguous states and D.C. as used for 2026 Marketplace calculations on this site (see methodology for the household-size table).
- IRS applicable percentages from Revenue Procedure 2025-25. Enhanced premium tax credit rules from the American Rescue Plan and Inflation Reduction Act expired December 31, 2025 and are not used.
- A 2% administrative fee in the optional COBRA premium estimator.
- The ACA three-child cap when illustrating household silver premiums.
- A national-average age curve as a stand-in for the second-lowest-cost silver plan (SLCSP). That curve is labeled as a 2026 national-average illustration. It is not a ZIP-level premium and is not a quote from any issuer.
The site does not apply Alaska or Hawaii poverty guidelines, tobacco rating, geographic rating area factors, cost-sharing reductions beyond a simple Medicaid flag, employer affordability tests, or state wrap credits. Expansion versus non-expansion Medicaid is a simplified state list and cannot capture pregnancy, disability, or parent-category rules.
No professional relationship
Reading a guide or running the calculator does not create an attorney-client, tax-preparer, or fiduciary relationship. Pages may become outdated if Congress, HHS, IRS, or a state exchange changes a rule. We do not promise uninterrupted access or error-free code. You use the site at your own risk.

Limitation of liability
To the extent allowed by Pennsylvania and federal law, HealthCoverageCalc is not liable for indirect, incidental, or consequential damages, or for a coverage gap, tax-credit repayment, or medical bill that followed a decision you made after using an estimate. The site is provided “as is.” Some jurisdictions do not allow certain limitations; in those jurisdictions our liability is limited to the maximum extent permitted.
